Rahul Merchant, the first citywide CIO for New York City, will join TIAA-CREF as CIO on April 27.
Merchant also has worked at Fannie Mae, Merrill Lynch, and Exigen Capital in technology leadership roles. He left the New York City government last year and had been a consultant before joining TIAA-CREF.

TIAA-CREF's former CIO, Annabelle Bexiga, accepted a COO position in the company's asset management unit last year. Merchant will report to company COO Ron Pressman.
