HealthMarkets Names Chief Compliance Officer

North Richland Hills, Texas - Katherine "Kay" Phillips, who joined HealthMarkets in July 2006 as vice president and deputy compliance officer—Corporate Legal, was promoted to chief compliance officer and associate counsel. In her new capacity, Phillips will have responsibility for and direct compliance programs for North Richland Hills, Texas-based HealthMarkets.

Prior to joining the HealthMarkets, Phillips provided market conduct and compliance audit and consulting services to regulators and insurers across the country as an independent consultant and as part of the Insurance Consulting practice at KPMG International, Amsterdam, Netherlands, for more than a decade. She also served as the Commissioner of Insurance of the Commonwealth of Massachusetts, and as the Public Insurance Counsel of the State of Texas. In addition, Phillips worked for a number of years for the Texas Legislature on insurance and finance-related legislation. She holds both a Bachelor of Music Education degree and a Doctor of Jurisprudence degree from the University of Texas at Austin.

"Kay has made an incredible impact since joining HealthMarkets last July. Her unique background as Texas' first insurance consumer advocate, Commissioner of Insurance of Massachusetts and running her own compliance consulting business for the past 10 years brings a great skill-set to the company," says Michael Colliflower, executive vice president and general counsel for HealthMarkets.
