Safety is the main driver of telematics adoption for fleets and insurers, according to the 
"Speed is the clearest, most actionable indicator of risk, and the most overlooked opportunity to enable safer and less risky operations," said Jim Angel, SambaSafety telematics safety advisor, in the report.
Telematics is transforming insurance relationships, but data sharing between fleets and carriers remains limited. The report attributes this largely to the lack of clear incentives for fleets and because insurers are not often asking for fleets to share their data–while 41% of fleets report lower premiums due to telematics adoption, 70% do not share their data with insurers and 79% of those that do not have never been asked. Among the top 50 insurers, 39% offer better terms in exchange for telematics data, and most, 80%, partner with telematics providers.
The survey also reveals that data complexity and integration challenges are the main barriers to telematics effectiveness and scalability. Many fleet respondents, 66%, find that interpreting or acting on their data is a major challenge in the adoption of telematics.
"One of the biggest challenges fleets face is navigating a fragmented ecosystem. It is not just about adopting telematics and safety-focused solutions; it is about making them work within existing systems and workflows. Many fleets rely on custom-built platforms or established systems of record, which makes integration complex and resource intensive," said Fatimazahra Howes, chief product officer of Azuga, in the report. "The question becomes: how do you ensure seamless connectivity without forcing fleets to invest significant additional time, money and labor just to make these tools functional and valuable?"
SambaSafety surveyed commercial auto insurance and fleet professionals on their use of telematics within their organizations and the challenges they face in telematics adoption. The survey was conducted from June to July 2025 and gathered responses from 152 fleet professionals, 180 insurance brokers and 70 insurance carriers based in North America.
